Program and Course Change Policy

Purpose/Rationale:

Humber College Institute of Technology and Advanced Learning (hereafter referred to as “Humber” or “the College”) recognizes its duty to fulfill its commitment to provide responsive, current and relevant education through ongoing renewal to support student success and industry and community needs. This policy allows the College to be supportive of ongoing course and program renewal in addition to the comprehensive program review process.

Scope and Authority:

  1. The policy applies to all Ministry approved postsecondary programs of instruction for which an Ontario college credential is awarded (i.e., certificates, diplomas, advanced diplomas, degrees, and graduate certificates), and is approved by Humber’s Board of Governors.
  2. Based on approval by the Vice-President Academic, Micro-credentials and Continuous Professional Learning programs (CPL) may customize the steps in this policy and the procedure.
  3. All program and course change requests submitted under this policy must meet the requirements of the Ministry’s Binding Policy Directive, Framework for Programs of Instruction and/or other external or Ministry requirements and in accordance with Humber’s Policies and Regulations.
  4. The Senior Dean or Associate Dean is responsible for approving the requests for program and course changes and for ensuring changes are implemented accurately.
  5. Program Planning, Development and Renewal is responsible for reviewing and validating change requests to ensure they meet Humber policies and regulations as well as Ministry requirements.
  6. The Office of the Registrar is responsible for updating change requests in the college’s program information management systems.

Definitions:

For the purposes of this policy the following definitions apply:

Course Changes: changes to the course including but not limited to changes to: course title, description, hours of delivery, credits, grading, delivery mode, pre-requisites, corequisites, addition or deletion of a course and other attributes as required.

Comprehensive Program Review: A thorough program quality assurance mechanism, part of the overarching Quality Assurance and Continuous Improvement Framework for programs of instruction, that takes place once every 5 – 7 years.

CVS: Credentials Validation Service

Ministry: To denote the provincial Ministry(ies) responsible for Colleges and Universities. At the time of writing, this is the Ministry of Colleges and Universities and additionally for Apprenticeship the Ministry of Labour, Training and Skills Development.

Program Change Matrix: Table that provides guidance with respect to the degree of impact and requirements for a given program or course change request. The table guides which consultations are required for the various changes, and the required timelines for each type of program or course change.

Program Changes: changes to the schedule of study including but not limited to changes to: program name, course sequencing, duration, campus, pathways, number of semesters, number of program credits or total hours, program learning outcomes, experiential learning including work integrated learning.

PPDR: Program Planning, Development and Renewal

Policy:

  1. Program and course changes must be approved by the Senior Dean or Associate Dean of the Faculty.
  2. Program and course changes must be validated by Program Planning, Development and Renewal to ensure alignment with internal and external requirements.
  3. Program and course change requests may require endorsement by the Program Advisory Committee and approval by the Strategic Enrollment Management Committee and the Board of Governors as described in the Program Change Matrix.
  4. Program and course change requests may require PEQAB, or CVS (Credential Validation Services) approval as required by the Ministry.
  5. Timelines and required consultation for program and course change request are outlined in the Program Change Matrix.
  6. Program and course change requests are made to improve the learning experience and are required to demonstrate alignment with the program learning outcomes.
  7. The Program Change Matrix is maintained and updated as required by the Office of the Registrar and Program Planning, Development and Renewal.
