Procurement Restriction Policy

On Friday, April 4, 2025 the Ontario Government implemented a Procurement Restriction Policy. This Procurement Restriction Policy is designed to restrict United States (U.S.) businesses from accessing public sector procurements in Ontario.

This Policy applies:

  • to all new procurements of goods and services (consulting and non-consulting) at any value.
  • regardless of the method of procurement — invitational, open competitive or non-competitive.
  • To existing VOR lists - U.S. based businesses listed on a VOR should not be used when Canadian vendors are available
  • Optional year extensions of existing contracts

A  U.S. business means a supplier, manufacturer or distributor of any business structure (includes a sole proprietorship, partnership, corporation or other business structure) that:

  1. has its headquarters or main office located in the U.S., and
  2. has fewer than 250 full-time employees in Canada at the time of the applicable procurement process.

Procuring from a U.S. business is allowed only when a U.S. business is the only viable source for the good/service and the procurement cannot be delayed. All procurements from U.S. businesses require CFO/President’s approval, regardless of dollar value. The Purchasing team should be contacted prior to initiating any new sourcing activity with a U.S. vendor or exercising an optional year of a contract.

Tariff Impact

The Government of Canada announced that effective March 4, 2025, it will be imposing 25 percent tariff on $30 billion in goods imported from the United States (U.S.). This will impact the purchase of goods made from U.S. based vendors and may impact goods resold through Canadian vendors.

In an effort to track these additional costs, Purchasing will advise vendors to separate the tariffs from the cost of goods in their quotes and invoices, and we ask you to do the same when sourcing.

When entering a requisition in Banner, a separate line should be created for tariffs and commodity code 697 and account code 7069 should be used. This will enable Purchasing to track and report on the impact of the tariffs to the institution.

We continue to work closely with Supply Ontario and our group purchasing partners to develop our procurement strategy to manage and mitigate the impact of tariffs.

Should you have any questions and/or concerns, please reach out to purchasing@humber.ca or myself.

Innovative Learning invites Humber faculty, staff, and student collaborators to join us for our annual SHOWCASE event celebrating teaching and learning innovations.

Date: Thursday, June 5, 2025
Location: Lakeshore Campus

This year’s SHOWCASE theme, Building Brilliance, encourages reflection on three key areas that inspire us to rethink and enhance the way we teach, collaborate, and create meaningful change in education.

As Canada faces a productivity crisis, impacting the strength of our economy and communities, Humber is responding in creative and meaningful ways—accelerating innovation, enhancing efficiency, and equipping learners with the skills needed to drive economic and social progress. When submitting your proposal, please share how it connects to the theme.

  • Reimagining Learning – Challenging traditional education models, leveraging technology, and creating personalized, future-focused learning experiences that enhance both individual and collective productivity.
  • Forging Deeper Partnerships – Collaborating with industry, communities, and global networks to enhance knowledge, productivity, and real-world impact.
  • Driving Impact – Advancing sustainability, fostering inclusive innovation, and addressing societal challenges through bold ideas and meaningful action that contribute to long-term economic and educational growth.

SESSION TYPES

Faculty, Staff and Student Collaborators (NEW!): Inviting Humber faculty and staff to submit a proposal to co-present with student research partners on projects they contributed to that have a direct impact on the Humber community. Please see below for session types:

1. Posters (90 minutes): This is an interactive session to showcase your research or Academic Plan project, to engage with attendees and have informal discussions.

2. Interactive Panel (45 minutes): This interactive panel session brings together students and faculty to engage in a dynamic discussion on the evolving landscape of education. Participants will share insights, experiences, and ideas on how collaboration between faculty and students can enhance learning outcomes. Through an open dialogue, attendees will explore innovative teaching strategies, challenges, and solutions that empower students and create more inclusive, impactful learning environments.

3. Demonstration Galleries (45 minutes): An opportunity to share innovative pedagogical practices, emphasizing the collaboration between faculty and students using tools and strategies to foster brilliance in the classroom. Presenters will engage in interactive activities and tools that demonstrate students' active roles in their learning, showcasing their contributions to the evolution of teaching practices. If hosting a session in a specialty lab or classroom, you are responsible for confirming space availability and making the booking in advance.

Faculty and Staff Sessions:

1. Interactive Workshop (45 minutes): Share a component of your teaching practice that you've developed, guiding your colleagues and inspiring them to use your experience as a model for their own innovations. 2. Lightning Talk (15 mins = 10 minutes plus 5 mins Q&A): Present your ideas and activities that shape how you are redefining learning, deepening industry partnerships, and driving impact in a shorter session.

The Lightning Talk session lasts 45 minutes and features three separate talks, with organizers making an effort to group them by shared or similar themes. We encourage you to consider a collaborative, shared time slot with your colleagues.

3. Sharing Circle (45 minutes): A respectful space for listening, learning, and exchanging, where each member has the opportunity to express their experiences, and only one person speaks at a time without interruptions. The circle is inclusive, ensuring that everyone’s voice is heard and respected. Sharing circles are guided by a facilitator, will focus on a specific theme, such as inclusion in the classroom, mental health and well-being, or fostering a culture of respect amongst learners. Facilitators should follow the attached guidelines and may meet with a member of the Indigenous Education & Engagement team to learn the full protocol. The visit provided invaluable insight for both Kenyan and Humber partners. Throughout the week, BTTI, Lucy Onono VTC, and Mahaya VTC leaders engaged with Humber faculty and staff from various departments on Humber's best practices in key areas such as industry partnerships, apprenticeship programs, gender mainstreaming in TVET (technical and vocational education and training), student services, STEAM career support for women, inclusive leadership, career guidance, EDI, entrepreneurship, change management, transition-to-work strategies, recognition of prior learning, and supporting women in trades and technical fields.

"The visit from the Kenyan delegation was a truly enriching experience for our team. It deepened our appreciation for the diversity of approaches to education, and we are excited to strengthen our partnership moving forward," said Paul Griffin, Senior Dean of the Faculty of Applied Sciences and Technology.

The sessions and conversations during the week allowed Kenyan and Humber partners to exchange knowledge, expertise, and varying perspectives.

"I extend my heartfelt gratitude to the Humber team for your support throughout the visit to Humber. This partnership is instrumental in making this experience possible, allowing us to gain invaluable insights and best practices to enhance our work in our institutions," shared Violet Atieno, ICT Instructor and Gender Mainstreaming Chairperson at Bondo Technical Training Institute, Kenya.
